Eugene's police facility experience has lessons for Salem

In 2009 Eugene went through a Police Facility/City Hall renovation discussion similar to what is happening here in Salem today. A piece in the Register Guard newspaper, "Debating a police station - Eugene council needs to remember who it's for" is well worth reading. (link is to a PDF file)
Here's an excerpt:
"A focus on the public, rather than on internal constituencies, should extend beyond the immediate question of whether to build a new police station. A proposal to remodel or rebuild City Hall will not attract public support if it is thought to be primarily for the benefit of municipal employees. If a bond measure for City Hall ever passes, it will be because voters are given reason to believe that the project will improve public services and make their lives better. ​"
