Salem Civic Center and Police Facility: Recommendations for Bond Passage

Gene Pfeifer, a Salem Community Vision steering committee member and experienced design/build specialist, has written a great analysis of what needs to be done to have a good chance of a bond being approved by voters that would provide money for Civic Center seismic upgrades and a new police facility.

Also, here's a summary of a similar analysis by Geoff James, an architect who also is a Salem Community Vision steeering committee member. Both Pfeifer and James show that a new police facility and seismic upgrades to City Hall and the Library should cost no more than $50 million, a big savings from the $80-85 million cost of the City of Salem's original proposal.
